How have vehicle dealers (such as Bob Fleming) and other museums been able to acquire Stugs from the Finnish government ?

Well Bob Fleming has. His Finnish StuG (Ps.531-16) is now owned by Mr. Littlefield in California, USA. I don't know of any other private collectors getting their hands on Finnish StuG's.
Some museums in Germany and the UK have also gotten Finnish StuGs.
